“Right is right only when entire”

This is an amazing statement by Victor Hugo who implies that good things are only righteous if they are entirely righteous and good without evil intent whatsoever . For example, say a politician wants to issue a reform in order to better his city’s education system. What if his actual motive is actually to gain more  fame? If he did things just for his personal benefit then it is not good. He is making his community better, but he is doing this for the wrong reasons. His motive of gaining fame and fortune is wrong and not good at all it is only showing his greed and his large ego. Good things should also have good intentions. If it does not have any good intention then the whole thing is wrong and cannot be right. In order for something to be good it can't be half good half bad it has to be 100 percent good or else it is 1000 percent bad. If we want to be good people then we must commit and be 100 percent good not only part good. If we were only part good then that means we are still evil.
